These competencies address the planning, recruitment, supervision, and development of personnel. It includes ensuring that staffing needs are anticipated and that hiring and employee development efforts proceed in a fair, equitable, and legal manner. Competencies include:

  • Supervising the workforce, e.g., hiring staff; planning work; motivation; delegation and empowerment; staff training and development
  • Designing and implementing succession plans/planning for leadership succession, including supporting and mentoring high-potential talent within the organization
  • Human resources management, e.g., the institution’s compensation, benefits, and performance management policies, procedures, and systems; labor relations
